PPWR Toolkit for Packaging Producers
Since 12 August 2026, the Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40) applies across the EU. For packaging producers and converters, the first question is your role, and it can change from one component to the next: supplier, manufacturer, producer, or distributor. Your role decides what you must prove, who issues the Declaration of Conformity, and where you register for EPR. This toolkit gives compliance, procurement, and sustainability teams a role decision tree, a proof map, an Annex VIII checklist for the Declaration of Conformity, and a compliance readiness scorecard.
Most of the pressure comes from customers, not authorities. The toolkit separates what applies today, such as heavy metal limits, PFAS limits for food-contact packaging, and Technical Documentation, from what customers ask for too early, like recyclability grades and recycled content that only apply from 2030. It also shows how to replace the flood of customer questionnaires with one set of proof you reuse for every request. It is based on the regulation text and the European Commission’s 2026 guidance notice.
